Southern Punjab Poverty Alleviation Program

 
 
                    The project stands approved by the ECNEC at a cost of Rs. 4,126.00 million. A copy of the Loan Agreement signed between Islamic Republic of Pakistan and International Fund for Agricultural Development. The project will be implemented in four poorest districts of Southern Punjab i.e. Bahawalpur, Bahawalnagar, Muzaffargarh and Rajanpur. The project objective is to increase income of 80,000 poor households by enhancing employment potential of the people of the area and increasing agricultural productivity and production.
 
                    The project has three main components:-
 
i.        Livelihood enhancement through asset transfer, vocational and entrepreneurial training and development of community physical infrastructure.
ii.       Agricultural and Livestock Development through productivity enhancement initiatives and technology transfer to the farmers and training of service providers.
iii.      Project Management.

                    The project is to be implemented through Project Management Unit (PMU) to be established at Bahawalpur in association with Agriculture and Livestock Department and in partnership with the private sector partners and local community organizations.
          The current implementation status of general conditions laid down by IFAD for load effectiveness is as under:

The Project Director shall have been duly appointed / designated in accordance with this Agreement and shall have taken office
The recruitment process for the position of Project Director has been completed and S&GAID has been requested to relieve the selected candidate for joining the project. In addition to this offer letter to other key positions; Agriculture Specialist, Livestock Specialist and Finance & Accounts Officer Manager have been issued.
2.
The designated account and project account shall have been opened
Assignment Accounts (Foreign/Local) have been opened with permission of Accountant General Punjab.
3.
A Project Implementation Manual (PIM) acceptable to the Fund shall have been approved and submitted to the Fund
Draft PIM is in place and will be submitted to IFAD after the Project Director has assumed the charge of the post

Annual Work Plan Budget
Annual work plan Budget will follow the Project Implementation Manual.
 
        All the above said actions have been taken in close coordination/consultation with IFAD, as it has been associated with the process all along as a member of the concerned committees.
