          The Gender Reforms Action Plan (GRAP) is critical output of gender reform programme launched in August, 2002. GRAP is in line with global, national and local commitments of the Government to redress the gender issues. It is expected to catalyse actions entailing gender mainstreaming in the provincial departments. GRAP primarily focuses on institutional change for achieving gender equality. 
  • To ensure that all public sector operations in the province promote gender equity and reduce gender inequality.
  • To seek transformation of the provincial government into an organization that actively practices and promotes gender equality. 
  • To ensure that all the provincial civil servants have understanding of gender issues and are able to contribute positively towards the goal of gender mainstreaming.
  • To make adequate representation of women as decision makers in the provincial government, both in the political and executive domain.
  • Provincial Gender Mainstreaming Committee (GMC) has been established having Minister for Women Development as its Chairperson. Up till now two meetings of GMC have been convened.
  • District Gender Mainstreaming Committee (GMC) has been notified having District Nazim as its Chairman.
  • Finance Department has approved 41 posts for the establishment of separate Directorate of Women Development. Summary has been forwarded to Chief Minister, Punjab for purchase of vehicles.
  • Gender Mainstreaming Unit / Task Leader Gender Mainstreaming in eight line departments stands notified.
  • Establishment of Career Development Centers in five universities is under way. Four universities have given their consent while FatimaJinnahUniversity is actively considering the proposal.
  • Recruitment of staff for Gender Implementation Unit (PMU) has been completed and suitable building has been hired for the office.
