The Planning and Development Department, Government of Punjab, is the principal planning organization at the provincial level. It coordinates and monitors development programs and activities of various departments of the provincial government. The department also prepares an overall Medium Term Development Framework (MTDF) of development activities in the province. The MTDF lays down the development activities to be carried out in the province in various sectors of the provincial economy. In this manner the Planning & Development Department is one of the main actors in the growth of the economic potential of the province.
GRAP stands for Gender Reform Action Plan. There are five GRAPs one for each province and one for the National/Federal level. In February, 2000, the Government of Pakistan requested the Asian Development Bank for technical assistance in preparing Gender Reform Programme to improve the framework of gender policies and to develop institutional reform proposals outlining interventions at the federal, provincial and district level, for a proactive approach to include gender perspectives in public sector policies, programmes and projects. Gender Mainstreaming in Planning & Development Department Project was a three-year initiative of United Nations Development Programme implemented in collaboration with Government of Punjab.
Basis of the project was gender mainstreaming framework developed after detailed deliberations with the stakeholders. The project was formulated in response to UN/ GOP's commitments towards mitigating gender disparities whilst incorporating gender perspectives in plans, policies and development programmes.
